Across from the Regional District of North Okanagan offices, an apple orchard keeps company with the buildings where the region's water decisions are made. The arrangement is almost too tidy: rows of trees on one side, municipal files on the other, and beneath both of them the Coldstream aquifer.
Two large-scale orchardists in Coldstream want to drill three new wells to help with extreme drought conditions, according to local reporting on the proposal. For orchards, groundwater is less an abstract reserve than a practical question about whether trees can be carried through the season.
A Shared Aquifer Under Pressure
The proposed wells would draw from the Coldstream aquifer, a source already under scrutiny from Greater Vernon Water staff. Their concern is that additional pumping could put more pressure on a groundwater system that is already stressed.
That puts a familiar agricultural problem in a particularly narrow place. Growers need water close to the root zone and cannot simply wait for a wetter year; utility staff have to consider what another withdrawal may mean for the wider supply. The same underground reservoir becomes both an irrigation tool and a regional accounting problem.
The issue is scheduled for discussion by the Greater Vernon Advisory Committee, where the orchardists' request meets the region's responsibilities for water planning. The committee discussion was reported as part of the July 29 review.
Irrigation Needs Meet Regional Limits
For specialty-crop growers in the Vernon area, the proposal is another sign that water supply is becoming a production constraint rather than a background utility matter. A well can offer an orchard a measure of control, but drilling into a shared aquifer also brings the farm's water plan into the region's review process.
The immediate question is not simply whether the wells can be drilled. It is how officials will judge new agricultural demand when the source beneath the valley is already showing strain, and what evidence they will require before allowing more pumping.
